Abstract:
This layer was designed to contain records for establishments in Montana that serve or produce food. The primary sources of records were a spreadsheet provided by the Montana Department of Public Health and Human Services that listed all of the establishments in Montana that have licenses to serve or sell food, and lists of establishments engaged in local commerce provided by the Montana Alternative Energy Resources Organization (AERO). The data were available from May 2012 through December 2015 as an ArcGIS Online map published by the State Library.

The coordinate locations of the records come from a variety of sources. The primary method for geo-locating the records was automatic geocoding of their addresses. Most of the establishments that have been identified as being engaged in local commerce have had their locations examined by hand and the locations have been adjusted to try to place them on the correct building identifiable on aerial photos. The layer has attribute fields that specify how the locations were established.

Some of the establishments have a latitude and longitude coordinate of -1.0,1.0. These are establishments whose locations could not be determined.

The layer is stored in the Web Mercator coordinate system to improve peformance with ArcGIS Online. Desktop GIS software typically cannot portray data in this coordinate system at the correct map scale. The data should be projected to a coordinate system appropriate for use in Montana before being used with desktop GIS software.
Purpose:
These data were produced to support a project to map all of the establishments in Montana that engage in local commerce, that sell or process locally-produced food, or that are food producers that sell their food to local processors, retail outlets, or customers. The data contain every establishment in Montana that has a license to sell food and all food producers the project participants knew of that were engaged in local commerce.

The layer is intended to be used with a related table that cross-references between the establishments and the functions (Such as "beef producer", "grocery store", "restaurant") that the establishments provide. The ID_Num field is the link to the Functions table.

The Functions table in the same geodatabase contains the ID_Num field and a Code field. The Code field refers to function or product names in the Function_Codes table in the geodatabase. There is one record for each function or product provided by each establishment, so one establishment may appear several times in the table, once for each function or product that it provides. The Function_Locations layer in the geodatabase is produced by linking the Functions table to the Establishment_Locations feature class table. To re-create the Function_Locations layer, the geodatabase tables must be moved to a database with full support for SQL queries and the following query must be run. This will create an table whose latitude and longitude fields may be used to create an event layer that may be exported as a GIS layer.

Completeness report:
This layer contains all establishments that had a license to sell or process food from the Montana Department of Health and Human Services. It contains various establishments that grow food, but none of the sources is a comprehensive database and the layer contains a very small subset of all the farms and ranches in Montana which were known to the project participants.

Process step:
Between Sep 9 2011 and October 24 2011 I familiarized myself with the project and with the data NRCS and MSU had initially provided. During this time, we received a spreadsheet from DPHHS listing all of the establishments in Montana that have licenses to serve food.

On October 17 the project partners met and talked about ideas for how GIS could help them. We decided to do a pilot project to map the locations and functions of all the businesses in Lake, Missoula, Ravalli, Flathead, and Sanders counties.

Between November 11 and November 14 I combined all the establishments from the various tables and layers into a single table, tried to identify duplicate records, and added fields to the table to track which tables each record came from. On November 14 the partners met and created a list of function codes that could be assigned to each establishment and agreed that the records for the 5-county pilot project would be divided between the participants. I would send them each a pair of spreadsheets to record the functions of each business. I sent out the spreadsheets on November 18.

By November 28 I had all of the spreadsheets back and entered the data in the Functions table. Between then and December 1 I ran the establishment database through the Montana address matching service to create a spatial layer, worked on mapping locations of the un-matched records, especially in Lake County, and made the maps of the function locations for the 5 Valleys meeting in Arlee on December 2.

We received a litte bit more data at the Arlee meeting and I entered it into the database. The partners met on December 15 and decided I would create a web application for the partners to use to input functions for the establishment database and that this would be available around the state for knowledgeable people to update. The application was finished on January 12 and Login IDs and instructions for participants were sent out on about the 20th.

On January 19 I worked out a way to let an person work with Google Earth to specify locations for the establishments that failed their address-matching. An intern received instructions for this on February 1. I received 183 records from the intern between February 22 and 28, at which point she said she had completed her assigned 20 hours of work.

AERO sent me spreadsheets with between 150 and 200 establishments on March 5. On March 6, I compared the establishment names in the spreadsheets to the existing records in the database and made some corrections to the existing data where I thought the new data looked correct. For each new record in the new table, I assigned a new establishment ID. I set the status equal to 2 for all the records and one of the table columns to "Aero_20120305", except where all 6 columns were already full. The spreadsheet contained a list of function codes for each record, and I added these to the functions table.

AERO sent more spreadsheets on March 14 and April 2 and I added them to the database. Several records were updated via the web form between March 15 and April 5. On April 6 I ran all the new records through the ITSD geocoding service and added the results to the main SQL server table.

AERO decided to have a volunteer locate more establishments whose address matching had failed, with priority on records that had been identified as being engaged in local commerce and secondary priority on records from the JSU tables that did not have good locations. On April 9 I prepared two tables containing 260 priority and 283 secondary records and delivered them to AERO.

AERO worked out a method for loading this data into Google Fusion Tables and saving the address-matched locations as kml files. We had a lot of trouble getting Google Earth to actually save the latitude and longitude coordinates into the kml file instead of just the addresses, but I think I eventually got all the locations, finishing around April 30. The volunteer did NOT try to find any of the establishments on the air photo, she just worked to find better addresses for records that didn't get geocoded. Google geocoded a lot more addresses than the ESRI locators did.

In May 2012 AERO sent a few more data updates. On about June 6 time I loaded the database into an ArcGIS Server service and developed an on-line map of the database at arcgis.com to allow anyone to browse the database. The current location of this map is here or it may be found by going to http://www/arcgis.com/home and searching for "Montana food infrastructure".

In June AERO provided a few more database updates and had someone use the on-line forms to update certain things, such as all the Hutterite Colonies. They asked me to make sure we had good locations for all the colonies, and that all the colonies were in there. I spent quite a lot of time on this, using http://www.cedrontech.com/hutterite.aspx?idx=MT as a source.

In early July I made some database updates requested by AERO.
